In March of 1993, a Maryland grant approved [simple past tense] a study to research the fleet at Mallows Bay and measure its cost of disposal, effect on the environment, and to inventory what vessels were left for historical and archaeological purposes. Over the next two years the researchers would identify [I don't even know what tense this is, but to keep the paragraph coherent it should be simply "identified"] 88 wooden ships left over from the original EFC program.
