It may not shake out immediately. but I don't think it will be quite that long. There are a couple of similar lawsuits in other states (according to the NRA) that could kibosh Peruta if those judges go the other way. However the CA county that was at the heart of this lawsuit already pretty much caved. There are going to be several troublesome counties, mostly on the North coast, where they do things like requiring psychological evaluations, whose Sheriffs will need a clue bat. However we also already have several counties that were already practically shall issue. The Sheriff of the county I'm moving to publicly states that every law-abiding citizen should be armed. If he could circumvent all the state requirements, he would. He has the opposite viewpoint of the Sheriff of the county I'm moving from.
One of the beauties of this ruling is that it appears it won the 9th over because of a recent restriction on unloaded open carry. The antis took one step too many and created a situation where no one could be armed in any way, making this ruling an easier decision. Had they left unloaded open carry alone, we probably wouldn't have seen this victory.
