I remember it from that most unfortunate movie V for Vendetta. I'm not sure where it originates.
Maybe a rare occurence, but then you only have to get murdered once to ruin your whole day.

The movie was typical Hollywood - stupid but entertaining. 

The historical Gunpowder Plot is far more interesting.  A movie based on THAT could really be something.

Forced to see that movie, but Natalie Portman was nice to watch. police

I liked V for Vendetta, even though hollywierd turned the badguy into their villian of choice, they held to the comic book fairly well. 
An understanding of the actual Gunpowder Plot helps too. Otherwise it's just a silly mask.
Most Libertarians would find it appealing.  The author of V for V, Alan Moore also wrote The Watchmen a classic series of graphical novels.
Most of us will know his creation Swamp Thing Smiley
