In deployed locations we forbid picture taking, especially with cell phone cameras, precisely for this reason.

Cell phone cameras are targeted because they have a tendency to embed the GPS coordinates of the location they took the picture from into the picture.  With the right software you can retrieve this.

This is a predictable result of a weak government looking for anything they can use for PR purposes to convey to the populace that they are DOING SOMETHING.
