Depends on region.  My brother effectively has one, he's not married to her in large part because it would cost them a serious amount of benefits if he did.  Given that he's still seriously underemployed, they don't have much choice.

Yes, a "high-income country" is one where gun ownership is prohibited. I wouldn't be surprised to find Cuba on their list.

If only there were some easy to use implement these women could use to correct the disparity of force between them and their domestic partners and convicted stalkers.....

Just think: a tool that could nullify differences in size and strength during a physical attack.  It could literally save lives....
