There's probably a number or reasons but the primary one is that African-Americans tend to vote Democrat and about 25% of African-American adults don't have valid government ID. It sounds absurd to us but that's reality.
And Republicans knew that more Democractic voters didn't have valid ID when they passed these laws. It's not a secret. This was done to suppress votes. It worked.
I don't think this is something to cheer for.
Then you're playing the sap. If you, or anyone else, is so concerned about the voting rights of black Americans, then help them get the valid ID that will probably help them in many other areas of their lives. If the left cared about them, they'd "bring them out of the shadows," as they claim they want to do for illegal aliens.
FWIW, I don't begrudge black folk for wanting to stay under the radar, and off the books. But that doesn't square with wanting to vote. If you want to vote, it's not unreasonable for society to know who you are, and whether you are a citizen of your alleged voting precinct. Look at the voter registration process for a few states that don't have the terrible, soul-stealing, picture-ID requirement. They still ask for an address, and other identifying information. Yet requiring a card with a picture on it (which could easily be provided free upon registration, or in any place disadvantaged people go to for government assistance) is supposed to raise all of that to the level of voter suppression? In the 21st century? You cannot be serious.
Lastly, but most importantly, voting is not a human right. It is a very important civil right, but it is not a human right. It comes from the society that grants it. The same society could give the necessary ID, as well, to anyone who wants to play the game. If they don't want to play, they should not vote, and not whine about it.
