It's a Firefly thing.  I'm not well-versed in Firefly, but I think Simon was name of River's brother.  Watch the opening scene (about 5 minutes) in Serenity.  It's worth watching even if you're not interested in the answer, or don't want to see the whole movie.  :)

Oh yeah, I've seen the series and movie. Just forgot that that was his name. Lol

Private transfers have always been legal in my state, so far as I know. The point is, she probably got her ideas about it from the popular culture; not from reality.


My bad. I keep forgetting that some of you live in free states. There's no such thing as a private transfer here, and hasn't been for several years. Even when there was, it was only for rifles and shotguns. Handgun transfers have been regulated for as long as I can remember. (Now, let's see -- what did I have for breakfast this morning?)

It used to be that, before you purchased a "concealable weapon," you'd have to go to the local sheriff, and get a permit that was good for a certain amount of time. I think that was just for retail purchases, though honestly, I'm not sure. We ditched that about ten years ago, or more.
