If McConnell and Rand could grow backbones, the could use the 1974 Impoundment Act to cut the odious parts of the Omnibus Bill like, Planned Parenthood, both DoE's etc.

I really don't think McConnell would do anything like that and I am not sure how much influence Rand Paul actually has within the Senate.  There are still a bunch of liberal Senators on the R side in there, enough to nullify the slim majority.

At this point I am convinced that everyone in charge of the Republican Party despises the people who vote for them though.
