I read it as "ban all weapons that allow serfs to effectively resist their government or church."

I found this article, because someone brought it up in relation to the US Conference of Catholic Bishops, and their stance on gun control.

On the OP, I would love to have about a week of unrestricted access to the Vatican.  The history that place holds in the library.  The art.  The weapons covering centuries of tech.  But, alas, I'm not even Catholic, so no chance.
