Holy moly! This is related to what I do for a living, and I will be interested to see if IHS is forced to release the report.  The other interesting thing is how the pediatrician kept being transferred to kick the problem down the road.  You more commonly see this happening in governmental medical settings (IHS, VA, USPHS, DOD, or prisons) because they are so desperate for staffing, especially for medical specialties that could make more money in civilian life.  They will tend to overlook issues that would get civilian providers sued out of existence or have their licenses yanked.

I had a case a few years back in which we were suspicious that a family physician was grooming underage patients.  I fired him, reported him to the local hospital where he had privileges, reported him to the state medical license board, and then informed his subsequent employer about my concerns.  He hired one of the best defense lawyers in the state and the licensure investigation came to nothing, and as far as I know, he is still working locally.  I wonder if he has stopped his behavior or has simply not yet been caught doing something actionable.

You are one lousy risk manager.
