I guess the question to ask is if what they do, at its core, pulls towards freedom or slavery, and that would generally define friend or foe.

I think they support the power ambitions of a class/group of people more than that of a nation... (as in the class of people that own the MIC and petrodollar, nationality notwithstanding)
yup, it is clear that the modern intelligence agencies are not on the side of the American people , CIA Chief Brennan admits to voting for Gus Hall ( for potus ) CPUSA in 1976. Communist Party USA ( cpusa ) at that time were clearly complete morons and anyone who voted for them is unfit to scrub toilets in a prison, let alone be anywhere near the CIA .
