Yes. But, not all areas of Northern Virginia are trending Democratic, nor have all areas of Northern Virginia supported Democratic candidates.
In the 1980s and into the early 1990s Northern Virginia shifted VERY heavily to the Republican side. It shifted back for Clinton, and started shifting back Republican in 2000.
