Who's the lisping anti senator?

Not sure if this guy's still around, but I've now seen him referenced in two books, Unintended Consequences (good book) and Hope (Not so good book). Unintended Consequences is from 1996, not sure when Hope was written but I believe its 99 or 00'.

It was his errhh...ummm.... Domestic Partner that was running the gay prostitution ring escort service from his home.  Bawney Fwank "had no idea what was going on", thereby showing his creditentials to be a US Rep from MA and to Chair the House Banking Committee.
