Why shouldn't the Pope just excommunicate Pelosi? Seems like that would send a very powerful message to Catholic lawmakers the world over. You want to be Catholic? THEN act like one or suffer the consequences.

I am not a Catholic and have no understanding of the way things work in the Catholic Church.

Most of my family is Catholic.  Condoms, the pill, etc are just as forbidden as abortion.  Not agreeing or disagreeing, just letting you know the doctrine.  By doctrine, you can be excommunicated for using birth control methods (involving or not involving abortion).   It is not contrary to doctrine to be supportive of birth control methods, but not use them yourself.   In simplified form, you may express opposition to the Pope personally or Church doctrine (but you're technically not supposed to do so) and not get excommunicated, but you can be excommunicated if you act in a manner contrary to doctrine.  Thought related excommunication is pretty much limited to heresy.

The reason why the Pope doesn't excommunicate Pelosi is the same reason he doesn't excommunicate owners or employees of companies that distribute or sell condoms.  You could make a doctrinal charge that the distributors of condoms are more guilty of breaches of doctrine than someone that pro-choice but does not employ birth control methods themself.

If the Catholic church started excommunicating members of the fold who either advocate or use contraceptives, they'd be a considerably smaller congregation pretty darned quick. 

Not such a good thing when you're trying to at least maintain your numbers, let alone recruit new members.

I wonder if God approves of pragmatism exercised in such a manner?

Yes.   It was decided on July 18, 1870 at the First Vatican Council.

As a non-denominational guy, I wonder if God approves of any Church taking it upon themselves the decision of who goes to heaven and who doesn't.  BUT, I guess that is more of a personal thing.  I don't care anyway since I'm not catholic.   :D

Pascal is quoting from some older, medieval theologist (don't remember whom). Apparently, a popular heresy was the notion of Pelagianism - the claim that with Christ's sacrifice, the Original Sin had been washed off. After that - so held Pelagius - every individual could make it or be damned based on his own beliefs and actions. This notion was rejected in favor of the notion that the Original Sin was ontological in nature and bears on every one on us, and therefore Christ's sacrifice is eternal, rather than momentary, in function.

Therefore, non evacuate sit crux, the Cross is not to be removed.

At least that's what I read.
