Or do they just screen them after they land and de-plane - assuming the plane didn't blow up before arriving  :O

One has to wonder if it's Obama, Gibbs, Napolitano, and Emanuel all sitting in a room thinking up stuff they think will sound good to the American Public. They can't be coming up with this stuff after consulting with any of our actual Intelligence experts. They just can't be.

The TSA does have the authority to require the procedures to be done for all airline flights coming in to the US. Other countries have special requirements that we must agree to meet before we fly into their country.  That's just the way it is.

Now you're getting into the diplomacy area.

Obviously, the TSA can not force other countries to comply with TSA regulations. What can happen is that the TSA determines that the policies are not being followed and therefore the foreign-originating flights may not land or disembark the passengers. That's the TSA's real weapon.

Using the Northwest/Delta flight as an example, if the TSA had determined that flight didn't pass the security requirements, then all passengers and crew would be rescreened on arrival. If it was a recurring problem, then that flight/airline/point of origin would be denied entry into US airspace. There are a bunch of foreign airlines that are prohibited from operating in the US due to security and safety issues.

Well, if the bomb had actually brought down the plane, then I guess the TSA could literally "screen" the passengers to find their remains  :O

And the potential terrorist's real weapon is the 200-ton (or however much it weighs) jet moving at 600mph that can destroy buildings if it isn't shot down by F18 fighters (causing a different but equally effective public response).
