RevDisk's solution will work, but it need not be quite so dramatic.  The Izzies managed to seal off the Gaza border tighter than a drum.  Only a handful of suicide bombers have made it through their relatively undramatic obstacles.

Izzies have actually been largely successful at it too.  But we're America.  We can do better.  Basically, copy that idea and add the "dramatic" element.   Little Birds and UH-60M's swooping in with M134's blazing.  Heck, you don't even have to shoot at persons.  Just have a dramatic air strike, and "leak" it to the media that the evil US military mercilessly executed numerous folks trying to illegally enter the US.  You don't even need to fabricate video, the media will do it for you!

I agree to some extent, but in (theoretical) absence of laws or a a regime with few laws, hte opportunity for mischief is attenuated.

The border is a much easier problem.  As has been noted elsewhere, border crossings maximize a gov'ts power and minimize a person's liberty.  All your examples are domestic with liberty implications.

 The problem is not the border, the problem is corruption, both sides of the "war on drugs" are an INDUSTRY, they are self-serving, self-perpetuating, parasitic organisms!
