Even the best democracies agree that when a major war approaches, democracy must be put on hold for the time being.
I seem to recall that Great Britain (A Constitutional Monarchy) dumped a sitting Prime Minister (who had been sold a bill of goods at Munich), for a much better one, with a major war approaching. I'm sure that there are other examples, but this one will suffice......
The US (A Federal Republic) held their regularly schedule elections in 1864, 1944, 1952, 1968, 1972, 2004, and 2008, all while the US was actively engaged in wars/foreign adventures.....
Rome and the Greeks, IIRC, were about the only Democracies that put an Dictator in power when under threat of war.....
Oh, that's one reason why the Founding Fathers looked at "Pure Democracies"(Greeks and Romans) and put together a Federal Republic.
