we are using the new fax style vote counters.   our last election featured four candidates for 2 village trustee positions.  there were 279 people who voted according to the voter rolls for the day.  each of those was supposed to vote for two candidates.  somehow the total number of votes came out to 628.

the election board is looking into this, but how can the average citizen know the votes are being tallied properly?

By making sure there are people who are monitoring the election.  Your scenario is a working example of what average citizens need to do.  Simply monitor and fact check.

It's pretty easy to get involved and work at the polls.  Obviously that doesn't mean that you personally will be allowed to audit the vote, but observers can be quite effective at keeping things honest.
