   The management shakeup at the Bureau of Alcohol, Tobacco, Firearms and Explosives’ Phoenix field office is bigger than just a change in the top man as this column reported yesterday.

How many "managers" are there in Phoenix?  Are there that many ATF personnel working out of that office to need so many?

Of course, reading between the lines, it looks more like an attempt to protect the "managers" involved rather than punish anyone.
