I engaged in academic debate from the expected APS position over this very topic in 1987 with a gaggle of recreation planners and landscape architects. 
The idea has been floating around for at least 25 years, and I've seen it floated every 5 years or so since then.

The most convincing arguement presented was - "Well, people with RVs may want to visit the city while on tour."

I like how folks are bashing pit toilets, probably same people that complain when they move to the country and try to keep the farmer down the road from raising livestock.
