THe dust cover was never meant to mount optics.
If you just bolt a chunk of rail to a standard AK/AKM dust cover, then yes. However there are many dust cover options out there that are more than rigid enough for acceptable combat accuracy, amd. The Texas Weapons System is such an example. It has two locking points, it's hinged on the front sight base, and it has a modified rear locking latch. The sides of the dust cover are also have spring loaded tabs to grip the receiver flats tightly as well.
