Probably because bond is to assure the defendant's appearance in court, or to prevent someone who refuses to cease committing the offense they were arrested for. His car being wrecked there is little chance of his driving under the influence in the near future. The use of bond to control behavior, or to punish behavior prior to conviction and sentencing, is an abomonation that we must, unfortunately, endure until SCOTUS grows a pair.
The land shark is just doing his job. With that many oxycodone he probably will not need/want/be able to go anywhere for a while.
Now, if the Commonwealth wants to bring additional charges for prescription fraud or other charges related to his addiction and drug-seeking then I say "Go for it!"
No, I do not necessarily want him out with the possibility of being behind the wheel, or even walking on the sidewalk. But there are ways to control for that without imposing bond as a behavioral control.
