When I run this function in a DOS window I get about: 10 Listening, 4 Connected, and one UDP, indicated.
Have I been hacked or something?

You would have to give more information, such as the output from the command.
But I doubt it.
Also, if you run
netstat -ab
it will give you the executable involved in creating each connection or listening port.
