They look like they are made for Teenage Mutant Ninja Turtles because of the three fingers and they are essentially bags to go over your gloves. So, ninja turtle bags.

There was a weather related article in this month's American Motorcyclist.  In it the recommendation for fogging was liquid dish soap.  Put a couple drops on your finger tips and rub it onto the inside and outside of the shield.  Never tried it.  If nothing else you'll clean the shield.
