Watch the episode of Mythbusters in which they install both a fixed and a flex-mounted paintball marker on the hood of a cruiser.  Then ask yourself if a single shot GPS shooter is practical.

It wasn't so bad when it mounted on the car and the driver used the car to aim.

I suspect the intent is more for shooting the tracker during the long straight away chases like we actually see from news choppers, rather than the Hollywood "Bullet" fantasy chase, or the Mythbusters scenario where they had access to an abandoned military base housing complex with twisty residential streets.

Also, the unit has a high visibility green tracking laser so you know when you're on the suspect cars bumper etc.
