If the guy claims to have an explosive vest on and is not actively harming the hostages I'd bet many/most CCWers wouldn't try to shoot him.
Close quarters. Always go for the head shot -- better chance of scoring a hit that will neutralize the threat.
Beyond about 10 yards (for me), then switch to center-of-mass and assume it's going to take multiple shots to stop the threat.
