What I don't understand is how a nunchuck is a control weapon rather than an impact weapon.  Does anyone know?

You can use that chain/cord to wrap and control, or to break like a nutcracker.  Also, there are various kubotan-like techniques that can be done with the sticks.  Proper use in combat scenarios is quite interesting to watch.

Pretty much anything from a rock to a rope can be used as a 'compliance' tool, but it doesn't mean it's suitable for the job at hand.

I forsee a lot of cops in the department with self-inflicted injuries.

This is exactly the reason why I have not bought a zombie katana like Michonne on TWD.  I am pretty sure that I would either (a) lop off my left leg; or (b) slice the cat in half; or (c) both at the same time.

I can remember the San Diego police using nunchaku since the early 1990s. I am not sure if they still use them or not.

Ultra, meth addict stupid on steroids.
 Takes a tremendous amount of training, can inflict lethal impact much easier than a nightstick, (the leverage is hugely increased) and is one more thing for the cops to have to tote around.

About the only use I have seen for nunchucks in the police arena is wrapping them around an extremity (normally wrist) and by varying the pressure making a very effective come along/compliance tool.
