At the 5:35 mark, there appear to be shots fired just as Finicum exited the vehicle with his hands raised.

Finicum is shot at the 5:49 mark.

That was just a shot to warn him not to reach for the 9mm pistol they knew he had on him. Murika!

PORTLAND, Ore. (AP) - An FBI agent has been indicted on accusations that he lied about firing at Robert "LaVoy" Finicum in 2016 when officers arrested leaders of an armed occupation of a federal wildlife refuge in rural Oregon.

Not surprised that he lied.

More than a little surprised he's being indicted for it.

After all, he only shot at a white guy, not a minority ...

Is it normal SOP to keep shooting in to an occupied vehicle for several minutes without issuing any commands?  If so, why?
