Cops and dogs: who's a good boy?

The Wall Street Journal did an article on cops and dogs (https://www.wsj.com/articles/whos-a-good-boy-police-departments-step-up-training-to-find-which-dogs-are-11577192400?mod=itp_wsj&ru=yahoo) and I was went on to find a copy of the DOJ manual referenced in the article.  An interesting read that hopefully prevents more dogs from being shot in error.
