Before anyone asks he was born Nov 1942 so he could have done it. 

BTW: A formal peace treaty between Japan and SK was signed in 1965. There have been some sticking points in the details though so it could be some were settled and the writer is making a mountain out of a molehill. Details on what exactly happened above is scarce but seems some in the media are making it out like Biden just ended a war or something.

This also apparently happened hours after the press secretary made the big announcement that Biden would be re-implementing some masking requirements and that he himself would be masking at all times when indoors and/or around people.
