Mass release criminals back on the street - check
Let the homeless take control of the streets - check
Greatly reduce or even eliminate penalties for crime - check
Defund and tie the hands of police trying to stem the flow of crime - check
Decriminalize and even provide free drugs to people - check
Suddenly realize you have a serious problem - check

Solution: Pay "former" criminals to patrol the streets
But hey, it's San Francisco what could go wrong?

Again, Kurt Schlichter's "Kelly Turnbull" books are prescient.

Don't forget:
Legally undermine gun ownership and self defense by law abiding citizens.
Make sure any vigilantes are vigorously tracked down, prosecuted, and sued in civil court.

Did you forget about the part where they blame legal gun owners for the otherwise-inexplicable rise in crime?

"Rough sleepers."  Is that the lates euphemism for homeless people?

Anyone know an enlish word that describes cleaning up an area?  Could even describe a person who has the job of cleaning up an area.  Some organizations like to inflict it as punishment.  Hint: Police.

Quote
What is Rough Sleeping?

Rough sleeping is the most visible form of homelessness.

It is typically associated with sleeping outside, but also refers to sleeping in a place not designed for living such as an empty building or a car. Some people are at a higher risk of rough sleeping than others. Rough sleeping can pose significant risks to health and welfare.

"Sleeping rough" is a British/Commonwealth term, and it was a BBC article.

Politicians and bureaucrats are considered productive if they swarm the populace like a plague of locust, devouring all substance in their path and leaving a swath of destruction like a firestorm. The technical term is "bipartisanship".
