That is actually a pretty astute business move. Play upon people's fears and model a business where he becomes the "savior" to them by helping them move out while raking in the commissions. It helps that they probably come to him instead of him having to beat the bushes for listings. He saw an opening and he exploited it it looks like.

Of note, Texas is #2 in net migration and 12th by net migration as a percentage of population.  Indeed, the direction of flight is heavily from blue/purple to red. 

A total of 21 blue/purple states have a negative net migration rate compared to 5 red states. 
On the other hand, 18 red states have a net positive migration rate compared to 7 blue/purple states.

The realtor shipping gays to other states is going to have no trouble selling his clients' homes, and he knows it.

IMO, there is no "starting it".  There are always businesses that do that.  Playing on whatever gimmicks they can to drum up business.  Some more honest than others.

This is true, and I have watched youtube videos of one of the more popular Idaho ones, and he seems to be honest and upfront, and also says he will help anyone, including people looking to avoid conservative towns/neighborhoods.

IDK, in many ways, I just don't see this kind of segregation as a bad thing. I was pretty miserable in CA my last few years there.
