The bill enabling this was signed into law by Newsom and was one of the reasons cited by Elon on why he was getting out of Cailiforna probably due to experiences with his own son.

Note: The article says the boy is 12 while the picture shows a much younger kid. Doesn't make any different IMHO but something to be aware of.
