Well, that's an interesting one. Ukraine has done some dumb stuff, but I can't believe they would do something like this with a link back to their territory, especially with talks going on. Nor do I think the Russians would do it. They are too good at this kind of game to do something as obvious as spoofing Ukrainian IPs.

Not a lot of info out there, but from what there is that I have seen, I'm putting my money on non-(legitimate) governmental actor. Could be one of the ME terror groups, could be Anonymous or whatever fringe group. If I had to choose a government entity, then maybe China or North Korea.
