I think that phenomenon is real. I can see a perpetually offended person reading some over the top statement like that, not realizing it's parody, and saying "Hey! That sounds like something that's oppressing me".

Since a good chunk of my family heritage is Welsh, and the Romans, and later the English, loved to enslave the Welsh, I wonder if I qualify for post-traumatic slave syndrome?

Her approach actually highlights the hypocrisy of much of the DEI laws. Here's an explanation of what her grant is supposed to do:

The French got even with the Germans by enslaving German POWs for a couple of years after WW2 ended, making them work in coal mines. The French even seized and enslaved German POWs being repatriated from prison camps in the USA if they were unfortunate enough to land at a French port.

Many slave state had laws restricting the freeing of slaves. One of the restrictions I heard about was requiring the owner to essentially set them up with land and property so they would be self sufficient. I am sure it depended on which state you were in.
