I don't know if it is best or not but for basic stuff like resizing, cropping and color correction I use IrfanView64. For full throated editing I have played with GIMP in the past, it is very photo shop like.bob
Thanks Bob, I'm actually a fan of Irfanview and it goes on all my computers for the reasons you pointed out. I thought maybe there was something out there more like my Elements that had a little more in the way of functions.
