How to make a simple butter sauce?

Not looking for a gourmet butter-wine sauce or anything like that -- basically just a way to make melted butter a bit thicker and clingier, so when it's poured over vegetables it clings rather than runs off.

Is it as simple as melting the butter and just stirring in some flour or corn starch?

You can always do a Hollandaise sauce, sans the pepper.
