I seriously doubt Biden still has the mental acuity to make subtle political statements of this sort, so my guess is a handler gave it to him.
If there really was intelligent life on other planets, we'd be sending them foreign aid.

Gotta be a handler. I don't like the guy, but a lot the stuff he has supposedly been in favor or support of over the last four years is stuff he has never supported before, and even been adamantly against. I think he's just cognitively at a point where he is easily manipulated by whoever is actually running things.
