I'm surprised he's driving at all. He probably shouldn't be.

Seems to me two admitted high speeding tickets and an at-fault accident with injuries all around deserves at least 364 24-hour days in the pokey.

With three hospital injuries and both cars disabled, should anyone even bother to specify the speed involved?  A witness estimated the speed they were going, but I don't think that's quotable as it stands, but maybe.

No citation was issued pending an investigation, according to the link.  Maybe the lady in front was backing up?  Considering the prominence of the driver (if the Officer knew this), I might decide to not issue a citation on my own, but allow the Department  itself to investigate and decide.

Per the link there's at least one other reason why he's not exempt.
