The administrative settlement between the Department of State and RTX, concluded pursuant to ITAR § 128.11, addresses RTX's unauthorized exports of defense articles resulting from the failure to establish proper jurisdiction and classification; unauthorized exports of defense articles, including classified defense articles; unauthorized exports of defense articles by employees via hand-carry to proscribed destinations listed in 22 C.F.R. 126.1; and violations of terms, conditions, and provisos of DDTC authorizations.

A Telegram post had this text:

The settlement covers “unauthorized exports of defense articles, including classified ones; unauthorized exports of defense articles by employees in carry-on baggage to prohibited destinations.” These destinations include China, Russia, Iran, and Lebanon.

The indictment details violations committed by the company between August 2017 and September 2023. The company’s employees are alleged to have visited the above-mentioned countries with classified technical data on multiple Pentagon aircraft and weapons programs, including the F-22 fighter jet and the E-3 Sentry AWACS aircraft.

This has links to the agreements and such.  Looks like Boeing got a fine for some stuff also.

Unclear exactly WHAT these "defense articles" were, but it seems that some of the violations involve outsourcing component manufacture to a Chicom company.
