We Just Seized Maduro's Plane

We just seized Maduro's plane while it was in the Dominican Republic. Supposedly for sanctions violations, but kinda coincidental to Venezuelan elections, no?

I'm firstly curious how we worked out the jurisdiction with the DR, then wondering who gave the order, since the Biden/Harris administration is busy vacationing, campaigning, and hiding.

This bodes ill for the concept of diplomatic immunity . . . something we've observed even with adversaries as long as we weren't involved in a shooting war with them. (And even then - didn't North Vietnam have diplomats showing up at the U.N. in NYC while the Vietnam war was going on?)
