Here's some storm surge cams that ha e been set up.

Bradenton is just south of the mouth of Tampa Bay.

Sarasota is 15 miles south of the mouth of the bay.

The retention pond in my back yard has gone up 8" since noon. I have several more feet of water storage.

I don't have gutters, but if you put a 5 gal bucket in the water coming off my roof, it is full in2 min and 34 sec.

So the rain is coming down hard.

Being an "Out in the dry West" guy all my life, is the retention pond specifically for rain/runoff catchment to avoid or control flooding, or does it have other uses?

Rain/runoff and flood control.  When you get more precipitation than the drains and spilling handle, it fills up and holds it until the water can drain out.
