Are you certain it's not illegal? It is illegal here. The fine for a first violation is $250, and the fine for subsequent violations is $500. In addition, the vehicle can be towed, and the owner has to pay impound and towing fees.

Yes, like 230RN said, I wasn't questioning his qualification for disabled parking, only the "wasting" of a spot meant for buses or other large vehicles.

Just in case someone doesn't realize, Walmart has many Van Accessible" spots that differ from regular disabled spots primarily in the amount of space on the side of the spot. That extra space, meant for wheelchairs, is painted with cross hatching.  The spot in the picture is MUCH bigger than that.  It's as wide as the length of all the other spots and has very generous entry and exit room.  Plenty of room for a small bus to pull in and then leave without having to back up first.  So yes, it's the spirit of the law that I think is being broken.
