Bad news if you're on the west coast, because you have to be up by 6:30 and ready to respond if they act. Otherwise...it means the cases are still in play. I'm hopeful, but it's all speculation at this point.

As U.S. Attorney General Pam Bondi sets the course of action for the Justice Department’s newly-announced “Second Amendment Task Force,” the Citizens Committee for the Right to Keep and Bear Arms has suggested in a letter that she unleash the new group on a dozen Democrat-controlled states which have adopted extremely restrictive gun control laws.

In his letter to Bondi, CCRKBA Chairman Alan Gottlieb writes, “I would like to suggest that among the Task Force’s priorities might be to examine the patterns of egregious Second Amendment violations in the states of California, Colorado, Connecticut, Hawaii, Illinois, Maryland, Massachusetts, New Jersey, New Mexico, New York, Oregon and Washington. All of these states have adopted laws in recent years which have essentially relegated Second Amendment rights to the level of government-regulated privileges.”

“The time has come,” Gottlieb said, “to put the anti-rights leadership in these states on notice that their crusade to destroy the individual rights protected by the Second Amendment is finished. On behalf of our members and supporters, we’re hopeful Attorney General Bondi brings the full force of the Justice Department’s Civil Rights Division against these Draconian gun control laws wherever they have been enacted.

“In our opinion, special attention should be paid to Washington, Oregon and California,” he observed, “where lawmakers have been essentially working off an agenda set by the gun prohibition lobby. Such impediments as requiring permits to purchase in order to exercise a fundamental right, creating large areas where the legal carrying of firearms is prohibited, mandatory training and testing—which is tantamount to a literacy test—are deliberate impairments created to discourage citizens from exercising their rights.

“In the aftermath of the 2022 Supreme Court’s Bruen ruling, radical gun prohibitionists have only doubled down in their culture war against law-abiding gun owners and the Second Amendment,” he continued. “Their efforts amount to deprivation of rights under color of law, and this scenario cannot be allowed to continue. It is time to put an end to this nonsense and remind these zealots that the Bill of Rights is not a menu from which we can pick and choose which parts we want while throwing other parts in the trash.

“We have offered to provide any input or assistance Attorney General Bondi and the Second Amendment Task Force may need,” Gottlieb said.

He also served as the SAC of the Baltimore Field Division, overseeing criminal enforcement and regulatory operations in Maryland and Delaware. Prior to that assignment, Mr. Cekada served as the Assistant Special Agent in Charge of the Philadelphia Field Division and the Resident Agent in Charge of the High Intensity Drug Trafficking Area Task Force North in the Miami Field Division. He also serves as a board member on the National Crime Gun Intelligence Governing Board and on the IACP Firearms Committee.

Mr. Cekada began his ATF career as a Special Agent in the Baltimore Field Division's Hyattsville II Field Office, working on the Regional Area Gang Enforcement Task Force from 2005 to 2011. From there, he joined the Tampa Field Division for two years before reporting to ATF headquarters in 2013, initially as a project officer in the Firearms Operations Division's Frontline Branch, and then as a program manager serving as a special assistant to senior leaders.

Prior to joining ATF, Mr. Cekada served as a local law enforcement officer with two agencies. From 1992 to 2000, he was a police officer with the New York City Police Department. He was assigned to the Housing Bureau, Citywide Anti-Gang Enforcement Unit, and the Street Crime Unit, where he was promoted to detective. After joining the Organized Crime Control Bureau's Gang Division, he focused his efforts on gun violence attributed to gang activity. Mr. Cekada then joined the City of Plantation Police Department in Broward County, Florida, where he served with the Patrol Division and Special Weapons and Tactics Team from 2001 to 2005.

Next week, thanks to CRPA's efforts in CRPA v. LASD, residents of other states will be able to apply for a CCW permit in California for the first time ever. Our preliminary injunction is finally taking effect.

While the process is rigorous, we crafted the implementing order so that out-of-state applicants can complete it entirely from their home state without needing to travel to California until they come here with their shiny-new CCW permit.

Per the terms of the order, applicants will need to be members of CRPA, SAF, GOA, or GOC (the State insisted on this inclusion, not us). CRPA is thrilled to announce that residents of other states will finally begin to have their Second Amendment right to carry honored in California. Together with the Second Amendment Foundation, Gun Owners of America, and Gun Owners of California, we sued Attorney General Bonta to force him to recognize the right to carry of nonresidents as part of our lawsuit in CRPA vs. LASD. While the Judge ruled against us for the time being in our argument that California must honor CCW permits issued by other states (known as “reciprocity”), she did agree that California must at least allow residents of other states to apply for a California CCW permit.

The order takes effect on April 23, 2025, at which time residents of other states will have to apply under the following process, which we negotiated with DOJ:

1. Applicants will need to be a member of CRPA, or a member of one of the other associational plaintiffs (SAF, GOA, or GOC). This was something the DOJ insisted on, as we prefer to seek relief for everyone, not just CRPA members. You can become a CRPA member by clicking here.

2. You must apply with the sheriff or chief of police of any California county or city you have a good faith intention of spending time in within the next 12 months. If you will be visiting multiple counties or cities, be conscious of wait times and local requirements when choosing which police or sheriff’s department you apply with. Some departments take much longer than others to process permits, while others have extra requirements like a psychological examination. And fees vary greatly from one department to another.

3. You should apply with the online application portal most departments have now set up. Just search the sheriff’s department or police department you will apply with, along with “CCW”, and it should be easy enough to find. You may substitute information relevant to you in lieu of California-specific information. For example, for the portion of the application that asks for a “CA Driver License No.,” you would instead provide the driver’s license number or identification number issued to them by your state of residence.

4. You will have to prove your residency. If your state driver’s license or identification card does not reflect your current address, you will need to submit other reliable documentation, such as utility bills, the CCW permit from your home state, and so forth.

5. You may complete your required police interview remotely, but you must appear by audio and video if so.

6. Similarly, if you can’t make it to California to do a livescan, you may submit your fingerprints to the department by mail on FBI form FD-258.

7. You must complete the required 16-hour training course. In California, local sheriffs and police chiefs have a list of approved trainers for this. The training course can be done in California if you so desire, but recognizing that extra trips to California may be unfeasible, the Order allows for online training courses too. If the department you apply with has not approved of any online training courses, you may complete an online training course approved by any other department in the state.

8. You must complete the live fire portion of the required training.  To do so, you must complete live-fire shooting exercises for each handgun you intend to carry in California. You will find a trainer/course in your area offering live-fire training, and inform the department of that choice. If the department does not accept your choice, they must suggest an alternative within 75 miles of your residence.

NOTE: Unlike most other states, California requires you to qualify with each handgun you carry, and the gun itself as well as its serial number is listed on your permit. Many departments set a maximum of 2 or 3 guns on a permit, and often you may only change this when you renew your permits every two years.

9. If the department you applied with requires a psychological examination, you have the option for it to be conducted virtually by video and audio, unless the department identifies an examination provider within 75 miles of your residence. CRPA recommends applicants try and avoid the handful of departments that require such examinations, as they tend to add greatly to the cost by as much as $500.

10. Ensure that the handgun(s) you intend to carry are legal to possess in California. For example, the handgun must not have a threaded barrel, and the magazine must be limited to no more than ten rounds. If you need a reference to California gun laws, consider this book prepared by CRPA attorneys.

Keep in mind that it is also your responsibility to make sure you do not carry in any “sensitive places” where carry is not allowed, even with a permit. CRPA won an injunction against several portions of SB2, while other restrictions are now in effect.

If approved, your CCW permit will be mailed to the address you provided on your application.

CRPA realizes how complicated this all seems compared to the application process in nearly every other state. And all we can say to that is: welcome to California! But we did endeavor in our negotiations with DOJ to make this application process possible to be completed without the applicant needing to make an extra trip to California, and on that we succeeded.

We will continue to fight for reciprocity so that such a complex application process is not necessary in the future. Please support CRPA in its ongoing efforts to restore the Second Amendment rights of both Californians and residents of other states who are visiting this state.

TO: ALL CALIFORNIA CRIMINAL JUSTICE AND LAW ENFORCEMENT AGENCIES

This bulletin advises Law Enforcement Agencies issuing licenses to carry concealed weapons (CCWs) that starting April 22, 2025, non‐California residents who provide proof of membership in one of four enumerated organizations will be eligible to apply for CCW licenses. This is the result of a preliminary injunction issued by the United States District Court for the Central District of California on January 22, 2025 in California Rifle & Pistol Association, Inc., et al. v. Los Angeles County Sheriff’s Department, et al., No. 2:23‐cv‐10169‐SPG (the “Order”). A copy of the Order, which does not go into effect until April 22, is attached to this correspondence.

Under the Order, residents of U.S. states and territories other than California will be eligible to apply for a California CCW license under Penal Code sections 26150 through 26235 only if they are both:

(1) members of
(a) the California Rifle & Pistol Association, Incorporated,
(b) Gun Owners of America, Inc.,
(c) Gun Owners of California, Inc., or
(d) The Second Amendment Foundation;
AND

(2) not otherwise prohibited from possessing firearms under federal or California law.

Washington, D.C. — Gun Owners of America (GOA) is proud to announce the successful passage of SB1360/HB073 in the Tennessee General Assembly—legislation aimed at significantly strengthening legal protections for Tennessee-based members of the firearms industry. The bill, which was backed by GOA, passed both chambers with overwhelming majorities on April 15 and now awaits the governor’s signature.

This critical legislation enhances Tennessee’s version of the Protection of Lawful Commerce in Arms Act (PLCAA), creating stronger legal immunity for firearm businesses targeted by the radical anti-gun lobby. It sends a clear message: Tennessee is a safe haven for lawful firearms commerce and won’t be used as a collection arm for unconstitutional out-of-state rulings.

The new bill fortifies the state’s 2023 PLCAA law in multiple ways:

Expands legal protections to include additional industry players, including private sellers, suppressor manufacturers, and magazine producers.
Prohibits Tennessee courts from recognizing or enforcing out-of-state or foreign court judgments that conflict with Tennessee’s pro-Second Amendment public policy.
Penalizes bad-faith litigation by imposing triple damages on out-of-state plaintiffs and their attorneys who attempt to enforce hostile judgments in Tennessee courts—an unprecedented safeguard for gun rights advocates and businesses.

The bill is expected to further bolster Tennessee’s reputation as a national hub for firearms manufacturing and sales. Industry leaders like Beretta and Smith & Wesson have already relocated operations to the state, and this new law will incentivize even more companies to do the same.

GOA urges other pro-Second Amendment states to follow Tennessee’s lead by adopting similar legislation that shields their local gun industries from ideologically driven legal assaults.

Erich Pratt, Senior Vice President of Gun Owners of America, issued the following statement:

Worth, the Second Amendment Foundation’s (SAF) challenge to the 18-20-year-old carry ban in the state.

Minnesota asked the Supreme Court to take the case after SAF was granted an injunction at the district court and the Eighth Circuit Court of Appeals affirmed. The high court’s refusal to hear the case means the Eighth Circuit’s ruling stands as a final judgment, confirming SAF’s win.

“We are encouraged with today’s ruling, that the Supreme Court was happy to let the Eighth Circuit Court of Appeals’ decision that 18-20-year-olds are part of ‘the People’ who have the right to carry a handgun for self-defense, stand,” said SAF Director of Legal Operations Bill Sack. “This ruling will have reverberations nationwide, where SAF is involved in multiple similar suits, seeking to restore the rights of young adults who face similarly unconstitutional laws in their home states.”

Originally filed in June 2021 as Worth v. Harrington, SAF is joined by the Minnesota Gun Owners Caucus, Firearms Policy Coalition, and three private citizens, Kristin Worth, for whom the case is named, Austin Dye, and Axel Anderson. They are represented by attorneys David H. Thompson, Peter A. Patterson, John D. Ohlendorf and William V. Bergstrom at Cooper & Kirk in Washington, D.C.

“Today’s cert denial confirms what we’ve said all along – the Second Amendment is not limited to those 21-years-old and above,” said SAF founder and Executive Vice President Alan M.
