If Biden truly is mentally not there, I wouldn't be suprised to learn that members of the White House staff are selling pardons. We will see if anything info like that pops up.
People will sell anything they can sell.
I served in Vietnam. Toward the end of my enlistment, I found myself in the 4th Infantry Division headquarters company division personnel office. This was in 1968, when we had a LOT of individual replacements coming into country and a lot of individuals going home because their term of service was up, or because they had been in country for a year. (No stop loss.) I was assigned to the desk that cut orders for individuals to get out of Dodge.
For some time after I took over the desk, I was somewhat mystified to find a virtual parade of people showing up to ask me if I would change their next CONUS duty station assignment. Me being Mr. Straightarrow said no, and I went back to work. Finally one of the forward unit personnel NCOs clued me in -- apparently it was widely believed that my predecessor had been selling assignments to posts near wherever a soldier wanted to go. It wasn't that hard to do -- we had rosters of assignments, and in many cases a soldier either re-upped and/or voluntarily extended his time in Vietnam, or an assignment went unused because the soldier was either KIA or medevaced out of Vietnam. So "Jack" could just use one of those assignments or, if all else failed, just switch two names to give a guy an assignment close to where he wanted to go.
So I had to inform all the unit personnel NCOs that the option to buy an assignment close to home was off the table.
So, yeah -- to some people, everything has a price.
