It reminds me of the lightning researchers who "call down" a bolt from a local thunderstorm by shooting a model rocket into the clouds that's trailing a thin wire - the bolt follows the wire (vaporizing it in the process) and hits their instrument package on the ground where they do their sciency stuff.

Except here they provide artificial lightning.
