It's just a matter of whether I can let the hem of my vest flop over the grip of my sidearm, in order not to alarm some of the townies and discourage the wrong hands in a crowd.

Amazing that so much fuss would have to be made over three inches of fabric  =(

The only reason 3 inches of fabric should matter is if mini-skirts or tank tops are involved.

I think upon signature but I'm not 100% sure.  The bill does not specify so I believe in those circumstances it is immediate.

Because there is no enactment date on the bill, it will simply go into effect the moment it's signed, or if our governor ignores it, on the morning of the 13th it goes into effect. I sincerely doubt it'll get vetoed, as Schweitzer is quite gun friendly. :)
