Guess what.
The Superdome never was a shelter of last resort.
Which is one reason why no supplies were waiting there for evacuees.
That didn't stop people from gathering there after Katrina.
And ... in spite of whatever plan you unfold, guess where people are going to gather again.
Does anyone else see Katrina II (whenever that happens) as another "people stranded at the Superdome" event in the making?
