Now I thought it was ranked by golds initially, and then the total number of medals.

Whichever method places your own country at the top of the table (or as close to it as possible).
In my opinion, medals won in boxing should be the only criteria for deciding the table order.
That, and inappropriate use of horse ointment.

Personally I like the number of athletes ejected for doping.
Of course, there is the number of underaged gymnasts. That's a valid measure.

Is counting medals that should actually be given. China was caught breaking age laws. I have few doubts they'll be caught doing other questionable activities.
