A dog sniffing the outside of your car can be probable cause to search it. Will tripping DHS's precrime sensor admit probably cause?
Maybe a rare occurence, but then you only have to get murdered once to ruin your whole day.

The DHS is basically and American version of the KGB's Second Chief Directorate.  It needs to be abolished and dismantled immediately.  And it remains one of President Bush's biggest mistakes.
